In 1964 a $2,000,000 bond referendum was passed, and along with a $6,000,000 Housing and Urban Development grant the District was able to purchase and develop ten new parks, including a nursery at Kostner Ave. and Howard St., eventually called Kostner Park. In 1989 the park was renamed Donald W. Lyon Park. The 4.0-acre park redeveloped in 1995 at a cost of $280,000. The shelter was reconstructed in 1995 at a cost of $132,000. Redevelopment included drainage improvements, water service replacements and new walks. All new playground, new picnic tables, benches, trash receptacles, new drinking fountain and site amenities. New basketball court, tennis court resurfacing and color coat and removed old shuffleboard courts. Landscape improvements including trees, shrubs, sodding. The shelter was replaced in 1995.
